Job Description

Location: Mons, BE

Total Scope of the request (hours): 418

End Contract Date: 31 December 2024

Required Security Clearance: NATO SECRET

Duties and Role:

Within the Cyber Security Operations Branch and reporting to the chairman of the Cyber Operations Management System (COMS) Steering Group (SG), the duties of the individual mainly focus on:

  • Act as one of the junior Subject Matter Experts (SME) for all matters concerning extension and scripting development for JIRA, Confluence and their modules and integrations
  • Participate in the operation, management, maintenance, support and monitoring of the multiple JIRA and Confluence instances hosted by the NCSC to ensure the NCSC can deliver its services.
  • Development of JIRA-based issues types, complex workflows, dashboards, reports
  • Development of Confluence-based datastructures, templates, dashboards, reports,
  • Actively contribute to the administrative and user documentation of the systems.
  • Handle the management of users and groups, authentication and authorization flows.
  • Develop integrations between tools the NCIA and/or NCSC uses and JIRA/Confluence to support automation.
  • Develop JIRA/Confluence apps and plugins to support our functional needs.
  • Performs other duties as may be required.
  • Deliverables

The main deliverables as will be:

  • Provide an average of 139 hours/month working on-site, embedded in the NSCS Ops Branch located in SHAPE, Casteau, Belgium.
  • Development of JIRA-based issues types, complex workflows, dashboards, reports, a weekly summary of what has been developed will be briefed at the COMS Steering Group.
  • Development of Confluence-based data structures, templates, dashboards, reports, a weekly summary of what has been developed will be briefed at the COMS Steering Group.
  • Handle the management of users and groups, authentication and authorization flows. a weekly Audit reporting will be delivered to the COMS Service Delivery Manager to ensure the Role Based Access Control is respected.
  • Respond to ad hoc tasks given by the service delivery manager and chain of command.
  • The service provider shall be responsible for complying will all applicable local employment laws, in addition to following all SHAPE amp; NCIA onboarding procedures. Delivery of the service cannot begin until these requirements are fulfilled.
  • Each provider of this service must pass an assessment to demonstrate proficiency before being approved to provide the service. The assessment will follow a brief familiarisation period.
  • For each individual delivering the service, the provider shall allocate 10 working days to the initial NCSC Ops familiarization and assessment process. Delivery of the service cannot begin until this is complete.
  • The service provider shall not be required to work on NCIA holidays.

Specific Working Conditions: Secure environment with standard working hours, with the exception of working non-standard working hours up to 360 hours annually.

In addition it may exceptionally be required to work non-standard hours in support of a major Cyber Incident, or on a shift system for a limited period of time due to urgent operational needs.

Requirements

Skill, Knowledge amp; Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • The contracted individual will hold a University degree at a nationally recognised/certified University in a technical subject with substantial Information Technology (IT) content and 4 years post-related experience. The lack of a university/college degree may be compensated by the demonstration of a at least 10 years extensive and progressive expertise in the duties related to the function of the SOW.

The required skillset for the contracted individual is:

  • Extensive experience in developing software in Java/Groovy
  • Extensive experience in developing software integrations through APIs.
  • Extensive software development experience with Java Script, REACT and jQuery.
  • Experience with Java Servlet and Tomcat
  • Experience in interfacing with IT Service / Change Management.
  • A drive to take ownership of tasks and wish to accomplish them to the end.
  • A drive to gain new skills through solving technical challenge
