Job Description

The European Endowment for Democracy (EED) is a grant-giving organisation based in Brussels.

EED’s goal is to provide flexible support to pro-democracy actors, complementing other EU and member state democracy support programmes. EED provides context-based, demand driven, support based on a principle of fostering democracy and facilitating initiatives of local actors. EED believes in taking an unconventional approach to supporting democracy through investing in transformational ideas and the people behind them. Its geographic mandate covers the European neighbourhood and beyond.

EED is looking for a MEL analyst to support the monitoring and evaluation of its democracy support work, and foster learning.

The analyst will support the MEL Manager with various MEL activities, including providing support to the Programme Team with drafting grant monitoring plans and final assessment reports, coding and synthesizing results and lessons-learned information, facilitating easy access to key MEL data through PowerBI and other IT tools, strengthening learning processes within EED, drafting logframes for donor funding and updating their current values (e.g. in systems like OPSYS), and conducting desk-based research to support internal evaluations, learning reviews, and case studies.

The ideal candidate has a keen interest in MEL, with at least two years of proven full-time professional MEL experience in civil society-related projects and programmes. The candidates must have full working knowledge of English.

This is a Brussels-based position.

Requirements

a. Conditions for eligibility:

• Be entitled to his/her full rights as a citizen;

• Have completed any obligations imposed on him/her by the laws concerning military service;

• Be physically fit to perform his/her duties.

b. Essential selection criteria

Level and type of formal education:

• Masters degree in development studies, economics, European affairs, politics, sociology or equivalent (preferably including Monitoring amp; Evaluation and/or research modules)

Professional experience:

• Demonstrated track record in Monitoring, Evaluation and learning (including experience with log frames/results-based frameworks, collecting amp; reviewing monitoring information, coding qualitative data, and conducting evaluation research);

• At least two years of proven full-time professional experience in civil society-related projects and programmes; and

• Experience in working with democracy-support donors/NGOs.

Functional competencies:

• Full professional working knowledge of English (including ability to draft quality reports for donors);

• Good knowledge and experience with qualitative and quantitative research methodologies;

• Ability to review monitoring plans, narrative reports, and final assessment reports;

• Proficiency in other languages of EED operations (Arabic, Russian, languages of the Western Balkans, Ukrainian Turkish, etc. would be an advantage)

• Strong analytical skills;

• Solid ICT skills, especially in Microsoft Excel (e.g. ability to design complicated formulates to analyse large datasets, run duplicate analyses, use advanced filtering and formatting functions) and PowerBI;

• Substantive understanding of the state of democracy in the EU neighbourhood and the work of democracy support organisations;

• High drive for detail and precision;

• Highly efficient, independent, and able to multi-task;

• Ability to keep full confidentiality about all assigned tasks and related documentation as well as capacity to exercise confidentiality, discretion and tact when dealing with diverse groups of people;

• Ability to develop strong working relationships internally and externally at all levels;

• High personal and professional culture;

• Ability to work in a multicultural environment;

• Readiness for duty travel.
