Annex A Special Terms and Conditions

• The charge rate not-to-exceed of 78k is an all-inclusive rate (includes all travel and per diem expenses, no separate PO lines will be added for travel, except for travel outside of Belgium, which is required by C3 Staff leadership for successful execution of the work), and covers following mandatory engagement:

  • Work days for development of deliverables (offsite), not including travel days
  • Travel days, and attendance at meetings in Belgium

• Candidate must have proven track record with policy aspects of cyber security in multinational environments.

• Candidate must be able to display thorough understanding of NATO organizational structure (C3B)

Annex B Statement of Work

1. INTRODUCTION

C3 Board CIS Security Directives, Supporting Documents and Guidance are undergoing a programme of revision. AC/322-D/0030-REV5, INFOSEC Technical and Implementation Directive for the Interconnection of Communications and Information Systems (CIS) has been identified as the next priority by the Capability Panel 4 (CaP/4) Policy Writing Team. D/0030- Rev5 is now 9 years old and does not reflect subsequent changes in technology and changes in other Security Committee (SC) and C3 Board (C3B) CIS Security policies and directives, in particular AC/322-D/0048-REV3.

Support is required in continuing the revision of D/0030 and developing AC/322 Notice detailing the changes in security mechanisms between AC/322-D/0048-REV2 and AC/322- D/0048-REV3 so that the changes between the two versions are highlighted for the users of D/0048.

In order to execute this work, the NCI Agency is seeking additional manpower through contracted resources to support the work undertaken by the Cyber Security (CS) Service Line (SL) in the area of This Statement of Work (SoW) specifies the required skillset and experience and expected deliverables.

3. DELIVERABLES

Contracted individual must be able to perform effectively and efficiently with minimal supervision. Following deliverables are required by dates below:

D1: Activities for continued revision of D/0030 :

  1. Technical support to continued revision of D/0030, Technical and Implementation Directive on Cross-Domain Interconnection Q1 (20% payment following successful acceptance of support activities, 31 Mar 2021 or TBD depending on start of contract)
  2. Technical support to continued revision of D/0030, Technical and Implementation Directive on Cross-Domain Interconnection Q2 (20% payment following successful acceptance of support activities, 30 Jun 2021)
  3. Technical support to continued revision of D/0030, Technical and Implementation Directive on Cross-Domain Interconnection Q3 (20% payment following successful acceptance of support activities, 30 Sep 2021)
  4. Technical support to continued revision of D/0030, Technical and Implementation Directive on Cross-Domain Interconnection Q4 (20% payment following successful acceptance of support activities, 17 Dec 2021)
  5. Provide support to D/0030 Writing Team meetings and CaP/4 meetings as required normally in Brussels, but may be in other locations (20% payment following successful acceptance of support activities, 17 Dec 2021)

Options for 2022 amp; 2023 are the same as above

4. WORK EXECUTION

  • Work will be executed on-site with meetings occasionally required in support of work as per D1 (similarly, in option for D2 and D3). Candidate shall provide summary per milestone of work done to Project Manager, which, together with C3 Staff leadership feedback will function as basis for approving payments linked to milestones as mentioned under 3.

5. TIMELINES

Duties of contractor are required for initial period starting 19 April 2021 through 31 December 2021 with optional years for 2022 (1-Jan to 31-Dec) and 2023 (1-Jan to 31- Dec

6. TRAVEL

There may be requirement for short term travel to attend/support meetings/workshops in NATO Headquarters, Brussels, Belgium or SHAPE Headquarters, Mons, Belgium.
