Job Description

The European Endowment for Democracy is looking for a committed and experienced Human Resources Manager to join its Secretariat in late spring/early summer 2021.

This opportunity offers a broad exposure through advising on - as well as managing - a wide range of human resources activities such as career development, contract management and recruitment processes.

This position is initially foreseen as part-time (3 days per week). Considering the EED team growth, in coming years it may extend to full time.

1. Main purpose of the role:

  • Supporting the Executive Director in managing Human Resources of EED.

  • 2. Duties and Responsibilities:

    The Human Resources Manager works closely with the Team and Events Coordinator and the Director of Operations. He/she reports directly to the Executive Director and shall work on:

    Career Development

  • Managing the implementation of EED’s performance appraisal system and conducting periodic job satisfaction surveys
  • Advising on career development opportunities for EED Staff members. This includes the design and implementation of training programmes, in close collaboration with the Team and Events Coordinator

  • Staff Recruitment

  • Overseeing and advising on the recruitment process of new EED staff members (publishing vacancy notes, establishing short lists, arranging written tests and interviews, participating in interviews, supporting the preparation of contracts)
  • Designing, implementing and managing onboarding programmes for new employees and trainees; overseeing EED leavers’ procedure together with the Team and Events Coordinator
  • Overseeing the recruitment calendar and processes as well as contracting of EED trainees (including liaising with Bruxelles Formation and other relevant stakeholders involved)

  • Other Human Resources Tasks

  • Managing and advising on employee safety, welfare, wellness, health and other important staff issues
  • Leading and providing advice on changes in the Staff Manual and job descriptions when required
  • Maintaining personnel records (e.g. employment documents, performance appraisals, onboarding and career advancement reports) and updating internal databases
  • Designing and implementing teambuilding activities for EED staff
  • Selecting and overseeing relations with legal advisers, training specialists, staff service providers such as CIGNA and similar
  • Monitoring changes of the Belgian labour law and regulations, and keeping staff updated. Respond to enquiries from staff on local employment law issues
  • Taking care of HR related issues for EED's consultants, who deliver regular services to the EED Secretariat
  • Working in close relation with the Conseiller en prévention
  • Assisting the Executive Director with other required tasks
  • Requirements

    3. Key eligibility and selection criteria

    a. Conditions for eligibility:

  • Preferably being a national or having permanent residence permit in Belgium or in one of the EU/EEA countries or Switzerland
  • Being entitled to his/her full rights as a citizen
  • Having completed any obligations imposed on him/her by the laws concerning military service
  • Producing the appropriate character references as to his/her suitability for the performance of his/her duties
  • Being physically fit to perform his/her duties
  • b. Essential selection criteria

    Level and type of formal education:

  • University Degree in Human Resource Management, Social Science, or related discipline
  • Professional experience:

  • At least five years of proven professional experience in human resources
  • Sound knowledge and at least 2 years experience with Belgian labour legislation
  • Fluency in English (working language of EED)
  • Full professional fluency of French and/or Dutch mandatory (to communicate with Belgian institutions)
  • Experience in working in an international environment
  • Experience in working in NGO or public sector
  • Ability to keep full confidentiality about all assigned tasks and related documentation as well as capacity to exercise confidentiality, discretion and tact when dealing with diverse groups of people
  • High degree of communication skills and excellent interpersonal skills
  • Ability to provide at least three (3) references as to the suitability for the performance of duties.
