Job Description

The European Endowment for Democracy is looking for a Budget and Audit Officer to support its flexible democracy support work.

Main functions of the post:

  • Planning, monitoring and reporting on the financial operations of EED
  • Preparing for audits of EED funds, and implementing internal controls to ensure the eligibility of relevant expenditures;
  • Carrying out procurement for services and supplies within EED operating budget.

  • Duties and Responsibilities:

    The selected candidate will work under the guidance of the relevant Chief Operations Officer and reports to the Director of Operations, and shall be responsible for (in addition to the above-mentioned):

  • leading the contracting process (drafting, circulating and archiving) in particular for EED consultants in the countries of the EED mandate;
  • monitoring spending of EED operational expenses and allocating operational costs to relevant budget lines
  • developing budget execution reports;
  • carrying out analytical analysis of budgetary expenses
  • making allocations in budget planning tool and placing purchase orders
  • drafting of financial and budgetary reports, as required, including for the EC and other donors;
  • maintaining the contracts database (consultant, companies, suppliers);
  • coordinating operations and finance input into the events/mission database;
  • supporting the Finance and Operations team for the audit processes;
  • carrying out compliance check of contractual and financial documents;
  • performing compliance check of the working and consultant contracts;
  • performing other tasks for the Finance Team and the Director of Operations as required.
  • Requirements

    a. Conditions for eligibility:

    o preferably be a national or having permanent residence permit of one of the EU/EEA countries or Switzerland;

    o be entitled to his/her full rights as a citizen;

    o have completed any obligations imposed on him/her by the laws concerning military service;

    o be physically fit to perform his/her duties.

    b. Essential selection criteria

    Level and type of formal education:

    o degree in Accountancy, Financial Management or Business Administration required.

    Professional experience:

    o at least 3 years of proven full-time professional experience in finance and/or audit issues.

    o experience in working with democracy-support donors would be an advantage.

    o experience in working in a multi-cultural non-profit sector would be an advantage

    o Experience with European Commission Financial Regulation, or other similar donor legislation.

    Functional competencies:

    o full professional working knowledge of English

    o French and/or Dutch language working knowledge would be a significant asset;

    o solid ICT skills, especially in Microsoft Excel;

    o pro-active approach

    o high drive for detail and precision;

    o ability to keep full confidentiality about all assigned tasks and related documentation as well as capacity to exercise confidentiality, discretion and tact when dealing with diverse groups of people;

    o high degree of communication skills and excellent interpersonal skills;

    o ability to develop strong working relationships internally and externally at all levels;

    o high personal and professional culture;

    o ability to work in a multicultural environment;

    Benefits

    EED is not an international organisation or EU institution, and its employment contracts are fully based on Belgian Employment Law.

    Indicative GROSS salary is around 6,550 per month with standard benefits foreseen under Belgian labour law (meal vouchers, 13th month salary etc.).
