Duties amp; Role:
- Lead/deliver projects or individual Work Packages, according to schedule, budget and quality requirements; from start-up to closure
- Produce high quality deliverables including price proposals and Statements of Work
- Interact with internal and external stakeholders, including Contractors and NATO organizations
- Follow-up project execution: documentation review, testing, delivery etc
- Act as team member for large projects; in particular to support the project manager for any relevant duties
- Be ready to act independently either as Test, Migration, Requirements, or Implementation Manager
- Support project manager and other project team members as required
- Travel to other NATO locations, including operational theatre
- Adhere to NCI Agency guidance and directives, and more generally NATO Standards
- Any other duties as mandated by line manager
Requirements
Skill, Knowledge amp; Experience:
The consultant is required to have:
- The candidate must have a currently active NATO SECRET security clearance valid through the contract period;
- A university master's degree in Computer Science, or related discipline, or equivalent experience equivalent to a Master's degree
- Former experience in NCIA, thorough knowledge of NCIA project management processes (including NSIP), and conversant with NATO Policy and procurement procedures
- Experience as a project manager in CIS projects (3 years);
- Experience as a project team leader (3 years);
- Deployable to operational theatres on short notice, for a limited period of time. Note: NCIA will take care of pre-deployment trainings if needed
- Flexibility to work outside normal duty hours as and when required
- Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems;
- Experience in managing, planning, design, system engineering and implementation of military or other communication and information systems;
- Knowledge and experience in state-of-the-art technologies, relevant to the work
- Proven ability to communicate effectively orally and in writing with good briefing skills, in English
- A formal qualification in project management and management techniques (Prince2, Scrum, PMP)
- English 4343 (see STANAG 6001);
- Able to operate under time pressure and autonomously, and able to multitask continuously;
- Ability to independently produce project documentation in English, including price proposals and Statements of Work
- Ability to interact with internal and external stakeholders (including customers)
- Experience of working in an (international) environment, comprising both military and civilian staff
- Thorough knowledge and experience with Microsoft Project and Microsoft Enterprise Project Management (EPM) solution
- Able to learn new procedures and terminology quickly
- Previous involvement in implementing NCIA CES managed projects
- Optional: Familiar with Agile Product Creation Process (e.g., Scrum)
