Duties amp; Role:
Under the direction of the Head Business and Resources Management, but largely under own initiative, the incumbent will cover the following duties:
- the management, in coordination with the ESOC Senior Management team, of civilian, military and Interim Workforce Capacity (IWC) manpower: all Human Resources (HR) related processes and procedures are followed, all HR related artefacts are complete and correct, the Service Line HR database is up-to-date, complete and correct, the management of the recruitment and release process for civilian, military, temps, interns, consultants and interim workforce capacity (IWC) workforce;
- the seamless on-boarding and off-boarding of service line workforce;
- the management of the Peacetime Establishment (PE) Post life-cycle, and work capacity within the ESOC;
- the management of the activities required for the submission of recruitment requests and tracking the follow-up on activities, requiring close coordination with the Agency CPO department;
- the identification of skillset shortfalls and future staff skillset requirements related to staff professionalization effort for the benefit of the service line, the Agency and NATO;
- the support to the service line resource allocation and conflict resolution management, enabling the ESOC Service Line Chief to make informed decisions;
- the management ESOC workforce training and talent development. In particular, act as Training Authority for the Service Line and performs the following activities: develop and improve the Service Line Training Management Plan and Talent Development Strategy, conduct periodic Training Needs and Budget Analysis for the Service Line in coordination with NCI Academy, create, negotiate and authorize the annual Training Bidding Lists and Service Line Training Plan, identify best suitable training courses and providers, optimise training organisation in cost and attendance, e.g. by group training, online training, create and improve the training material repository for reuse and internal collaboration, manage the Training Requests and confirm for approval the Training-related travels, monitor and control the Training attendance and results, document Training lessons identified
- the management of the service line Performance Management activities
- the creation and improvement of the HR related Reports and/or Presentations to the ESOC Service Line Chief, Agency Senior Management and/or external Agency stakeholder;
- the development, implementation and management of the HR-related administrative processes including the creation of ESOC internal related policies / guidance;
- the periodic training to service line staff on training and HR related policy, processes, and procedures;
- the development and improvement of the Staff Management Information portal;
- the performance and development of the Staff Management Office;
- the achievement of the Staff Management Office related Key Performance Indicators (PKIs);
- Performs other duties as may be required.
Requirements
Skill, Knowledge amp; Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A Bachelor University degree or equivalent in a related discipline, or equivalent combination of appropriate national qualifications and experience of interest to the ESOC and the Agency;
- Extensive experience (at least 10 years) of working in a Human Resource / Staff Management (HR / SM) environment;
- Prior experience (at least 10 years) of direct and indirect staff management;
- Prior experience within training management and systems (SharePoint, TMS), covering areas such as training needs analysis, budgeting, and the activities to ensure staff are trained appropriately; Extensive experience in areas such as recruitment, manpower analysis and organizational development;
- Prior experience of managing / overseeing Performance Management;
- Excellent Coaching amp; Mentoring / Train the Trainer skills;
- Proven ability to effectively communicate orally and in writing, with good briefing skills;
- Prior experience of working in an international environment comprising both military and civilians;
